Process Renewal and Infrastructure Management Enhancement (PRIME) Project

PRIME is the Ministry of the Economy's (ECON) Process Renewal and Infrastructure Management Enhancement (PRIME) program. This multi-million dollar, multi-year, multi-project initiative will renew and modernize ECON's oil and gas business processes and computer systems.

At a high level, PRIME will:

  • Renew ECON's oil and gas business processes and information systems to better meet the needs of industry stakeholders and the ministry; and
  • Develop an integrated information system to support the ministry's new business processes that will provide web-based self-service functionality to industry.

PRIME will modernize the ministry's business processes and systems related to:

  • Oil and gas volumetric and valuation reporting
  • Oil and gas royalty and tax information and billing
  • Well and facility infrastructure
  • Pipeline and flow line infrastructure
  • Reservoir management
  • Petroleum tenure and subsurface management

The government's oil and gas legislation and regulations are being modernized to support the new business processes being introduced by PRIME.

RSIP is the PRIME project that facilitated Saskatchewan's oil and gas industry to report specific well and facility infrastructure, volumetric and valuation information through Petrinex for use by the ministry and other stakeholders.

RMBP is implementing new billing applications to calculate and invoice:

  • Royalties and taxes on oil and gas production
  • Provisional royalties on oil imbalances and gas metering differences associated with facility level reporting
  • Non-compliance fees based on missing data and errors in Petrinex reporting

WFIP will modernize ECON's oil and gas business processes and computer systems that support daily operational activities for well and facility infrastructure information. WFIP will introduce industry self-service by implementing online, web-based processes and systems for well and facility infrastructure applications and reporting.

As of April 2, 2012, Saskatchewan has implemented Petrinex (formerly known as the Petroleum Registry) for industry to report specific volumetric, infrastructure, valuation and royalty-related information to Energy and Resources.
